Landlord Consent Form

The Welcome the Warmth programme is funded by the Government’s Home Upgrade Grant (HUG) scheme. The programme aims to raise the energy efficiency of low income and low energy performance homes. There is funding available under the programme for several energy efficiency measures.

Please note that all measures are subject to the property receiving a satisfactory survey from a qualified installer and being technically and financially feasible under the funding available within the programme.

The installation of the measure(s) funded through the Welcome the Warmth programme constitutes a grant from public funds. Funding from another public fund may not be claimed to fund this installation. You can claim the Domestic Renewable Heat Incentive (RHI) in the case of a renewable heat installation; however, you must notify Ofgem that the installation was funded through HUG when you apply for accreditation to the Domestic RHI. This funding would then be deducted from RHI payments as per the RHI rules on grant funding.

To access this funding for the property, you must agree to the following four statements:

I can confirm I am the landlord/managing agent of the below property and hereby give my consent for the energy improvement works to be investigated.

I understand I may be contacted by Welcome the Warmth, or the organisation appointed to carry out the work investigation, to verify this letter of permission. By signing this letter, I acknowledge that should my property be suitable for the works, I will be required to contribute a minimum of one third of the cost of the works and Welcome the Warmth will provide the remaining two thirds of the cost.

I, the landlord/managing agent of the premises, declare that I have not received subsidy over the Minimal Financial Assistance limit of £315k. This includes the value of HUG 2 support to be given to the landlord, and includes any previous Minimal Financial Assistance or equivalent given to the landlords over the current and previous 2 financial years.

I acknowledge that the funding for this programme is available to Landlords with no more than 4 properties in their portfolio. This limit applies to the landlord and their spouse or partner, any companies the landlord (or spouse or partner) owns or controls, and where the landlord is a company, any other companies in that group, and includes any other body or organisation similarly connected to the landlord.
